The official history of the district derives the name Włoch from the nickname of the 15th-century owner of the village, John, called the Italian. Later estates belonged to, among others, the Leszczyński, Lubomirski and Mostowski families. In the 19th century, there were brickworks here using local clays; the remnants of mining are the Black Grouse and Capricorn ponds. From 1844, the estate belonged to the Koelichen family.

The parcellation of property in 1928, the railway and the idea of ​​the garden city accelerated the development of Old and New Włochy. Okęcie was shaped by the airport and the aviation industry. Włochy received city rights in 1939, experienced deportations during the occupation, and in 1951 it was incorporated into Warsaw. Today's district also connects Raków, Salomea, Załuski and other former settlements.

What can still be seen: the Koelichen palace and park, clay ponds, regular streets of the garden city, railway centers of Old and New Italy and the aviation and business landscape of Okęcie.
